Concessionary fares: revised conditions
The rules governing on what services you can use your passes were revised from 1 April. Although there were many ‘scare stories’ in the press, we do not believe many people will be affected by the changes, which effectively exclude odd journeys on long-distance coaches on which they were valid. They also take out tourist and sightseeing services, and services such as park-&-ride. However the most worrying aspect is the effect it could have on demand-responsive services, which are affected by the clause that exempts services on which more than 50% of seats are pre-bookable.
In all cases local authorities have the discretion to include any of the exempted services in their scheme.
The services on which your local authority is no longer obliged to offer you a concession are:
• Services on which the majority of seats can be reserved in advance of travel (such as coaches)
• Services that are intended to run for a period of less than six consecutive weeks
• Services operated primarily for the purposes of tourism or because of the historical interest of the vehicle
• Bus Substitution (rail replacement) services
• Services where the fare charged by the operator has a special amenity element (eg Park-&-Ride and special services to supermarkets, bingo halls etc)
